In addition to making the More Pie #11 upgrade available, Empire Avenue is also waiving all mission fees through November 26. This includes both the reward fee (an amount usually equal to the reward) and the requirement fee (an extra 10% charged when you target missions to shareholders or a particular community.)
So, missions cost half (or less) than usual to run for the next 3 days.
